The structure of a neural system is divided into different layers, and each unit is called Neurons. Each neuron has three properties: a bias (negative threshold for firing), weight (importance of input to others) and an activation function. There are two ways to tune the learning rate of a neural network. By increasing the learning rate, optimal learning rate strategies minimize cost functions' value. These strategies are illustrated by the blue and green lines shown in the figure. If you wish to avoid oscillations, the linear scaling rules can be used.
